symptom
Exchange Migrator did not set the password specified in the Specify Migration Options wizard.

cause

The following is a list of potential causes:

• The option to "Change the password of the existing target accounts" has not been selected in the 'Step 3: Specify Migration Options' wizard.
• The password being specified conflicts with a password policy in the target domain.
• Check all password policies.
1. For example, you may have to set the 'Minimum password age policy' to zero before unchecking the option, "Define this policy setting".

3. Ensure you do not have the 'Enforce password history' option set.

fix
To resolve this issue, follow these steps:

1. Choose the option to "Change the password of the existing target accounts".
2. Relax the target password policies to allow creation of the desired passwords.
