symptom
Error: 'XXX is the minimum password history requirement on the target domain. Those user that have passwords that do not fulfill this requirement will have the password set to a created value.'

cause

This pop-up message indicates the target domain has a password history policy set.  When a user is migrated, the password history of an existing or previously migrated account target account cannot contain the password that is currently being migrated.

For example, if user A is migrated with a password of userPassword, and you migrate this user again with the option of replace and update, the password history on the target will already contain the password, userPassword. Domain Migration Administrator will not be able to copy the password and will set it to a new Complex password.

Domain Migration Administrator does not actually bring over the password values in the source password history, only the current password value.
