symptom
Some Assistant Admins receive an error indicating the number of users licensed  in Directory and Resource Administrator has been exceeded.

symptom
When launching a Directory and Resource Administrator interface and when attempting to manage user accounts, some Assistant Admins receive a message indicating that the number of licensed users has been exceeded.  They can see but are not able to manage any user accounts.

Other Assistant Admins in the same DRA environment are able to function normally.

cause
This issue can be caused by installing different licenses on the some DRA servers in the multi-master environment.  The Assistant Admins who are able to function normally are connected to a DRA server whose installed license allows for enough user accounts to remain in compliance.  Those who receive the error are connected to a DRA server not in compliance because the applied license does not allow for the correct number of users.

fix
Verify that the same license file is applied to DRA servers in the Multi-Master environment.
