In Directory & Resource Administrator (DRA) 6.x, when creating a 'Target Container (OU) for create operations' and specifying a child OU, simply reopen the properties of the rule after it is created and select members who are OU's.

This issue is resolved in DRA 7.0 and later.  The 7.x GUI handles the target rule differently.
