There is no way to bypass this on a per user basis.  Enabling/Disabling the Directory and Resource Administrator (DRA) Recycle bin is an all or nothing proposition.

To globally disable the Recycle Bin in DRA 6.x versions:

  1. Open the DRA MMC.
  2. Expand the 'Recycle Bin'.
  3. Right-click the desired domain and select Properties.
  4. Uncheck the domain to disable the 'Recycle Bin' for that domain.

To globally disable the Recycle Bin in DRA 7.x and later versions:

  1. Launch the Delegation and Configuration Console.
  2. Expand Configuration Management.
  3. Select Managed Domains.
  4. Right-click the desired domain and select Properties.
  5. Select the Recycle Bin tab and uncheck the Enable the recycle bin for this domain option.
  6. Click OK.
