Yes, the Directory and Resource Administrator (DRA) setup program allows you to select the user interfaces that should be installed on a machine.  In order to install the DRA MMC interface without installing the DRA Command Line Interface, run the 'Setup program' and select the Custom option.  Expand the User Interfaces and deselect Command Line Interface.

Deleting the EA.exe file located in the ...\Program files\NetIQ\DRA directory will also prevent Assistant Admins from running the DRA Command Line Interface.
