symptom
User can connect to Repository Database but all Repository task options are disabled.

cause
The user does not have requisite permissions. If a user has just been added to the 'Repository' using the ?Add Repository User? dialog , but has not been given any other Repository Operations permissions, then all the tasks, except reporting, are disabled.

fix
On 'Repository Server root' node and other child nodes, right-click and select Properties, click the Security tab and provide the user with requisite security permissions for Repository tasks.
