symptom
User is able to connect to the repository database but cannot see any data already created.

symptom
Unable to view GPOs in the GP Repository.

cause
When connecting to the Repository, the management consoles require SQL client to be installed on the client machine.

fix

To resolve this issue, install the SQL client tools from the SQL 2000 server CD on the client workstation.

This is detailed in Chapter 1 of the Group Policy Administrator User Guide:

"The SQL client installation is a prerequisite for an workstation that uses the Group Policy Administrator GP Repository snap-in installation.  It can be installed on any Windows 2000/XP Professional or Windows 2000/2003 Server machines in the domain.  The Group Policy Administrator console needs the SQL client to connect to the SQL Server that hosts the Group Policy Administrator database."
