cause
When adding a domain to the Group Policy Administrator (GPA) repository, GPA creates a temporary AD container, which requires users performing the Add Domain operation to have Create permissions at the root level of Active Directory.

fix

To add a domain to the GPA repository, log on to the domain with an account that has create permissions at the root level of Active Directory.
