Fix

NetIQ Group Policy Administrator (GPA) is licensed according to the number of users in the managed domain. This includes all active users, disabled users and service accounts.  If the license is exceeded, the product will cease to function.  When this occurs, please contact your NetIQ Sales team to request a new license.
