The power to update the description field is included in the power General Properties - Modify a User Account, however this power allows an Assistant Admin the ability to modify the description field as well as display name, full name, and e-mail address.

In DRA 7.0 there is an additional power called Modify a User Description which allows the delegation of the description field only.
