As long as Directory and Resource Administrator (DRA) can resolve the flat name of the domain and a domain controller can be contacted across the firewall, DRA will be able to manage the domain.  In the case of a Microsoft Windows NT domain, the PDC name must be able to be resolved.  In the case of a Microsoft Windows 2000 domain, any writable domain controller must be resolved.
