Resolution

goal
I have set options in the 'Specify Migration Settings Wizard'; do I need to set them again in the User, Group or Computer migration wizards?

fix
The Specify Migration Settings Wizard is designed to hold settings that would be used under normal migration situations in your environment, a type of default setting. If a special or different migration is needed, requiring a change in the default settings set in the Specify Migration Settings Wizard, Domain Migration Administrator (DMA) can bypass these default settings.

By deselecting the checkbox Use migration settings defined in the Migration Settings Wizard in the 'Data Source' window of the User, Group or Computer migration wizard, DMA will allow you to enable\disable options available for the current migration wizard.

These options enabled will be used for this one migration and DMA will allow you to use the migration settings specified in the Migration Settings Wizard by enabling the option Use migration settings defined in the Migration Settings Wizard when the migration wizard is run the next time.
