Directory and Resource Administrator isn't communicating with the closet Domain Controller.
After rebooting the PDC Emulator, Directory and Resource Administrator clients do not function.
This reason this issue occurs is that Directory and Resource Administrator (DRA) will still try to connect to the DC, when the DC that the DRA server is communicating with becomes unavailable, until a Domain Cache Refresh is performed. DRA will not recognize that the link with this Domain Controller is/was broken until a Domain Cache Refresh attempts communication with this system.
In order for the DRA server to connect to a different DC a Domain Cache Refresh must be performed. The Domain Cache refresh runs every 4 hours by default but can be manually generated when the DC for a managed domain goes offline or becomes unavailable.
Perform the following steps to generate a manual Domain Cache Refresh:
- Launch the MMC client with appropriate admin rights.
- Expand the 'Configuration' node.
- Click Administration Server Options.
- Click DomainCache.
- Click RefreshNow.
- Click OK to the information message.
- Click OK to close the Domain Cache Refresh window.
