symptom
DMA returns an "access is denied" error when creating a project or in the user migration wizard in an intra forest migration.

fix

This is a result of not having the correct permissions in the Source or Target domain.  DMA uses the account running the application as the credential for authenticating to the source and target domains.  Once administrative rights are given to this account for both domains, retry the project creation.

If this error persists after giving the account proper permissions, then make sure you have allowed enough time for Active Directory replication.  Also, you need to log out and log back in so the account's access token will reflect the changes in group membership.
