Exchange 2000 distribution groups are actually stored in Active Directory and should not be confused with Security groups.  Distribution groups are created and managed within DRA in the same manner as Security groups in that they are both created using the same wizard and managed from the Group Views ActiveView node within the MMC interface.  To create a new Distribution group, please use the following steps:

1. Launch the MMC interface as an Assistant Admin with, at least, the Built-in Group role.
2. Select Group views from the My ActiveViews|All my managed objects snap-in node.
3. Click New.
4. Enter a name for the group, select Distribution in the Group type section, and click Finish.
