NetIQ Group Policy Administrator (GPA) 2.0 and earlier does not have the capability to see what has changed in the group policy.  However, GPA 3.0 and later have a repository feature, which uses a SQL server back end that allows you to edit GPO's offline and keeps track of past versions.  You are able to generate reports that compare and differentiate between GPO version in AD and in the database or compare different versions in the database.
