The Consolidator/Agent Manager (CAM) has Configuration control over itself. This level of control means that the CAM can collect attributes, evaluate computer group membership, configure the registry as needed, and perform manually initiated uninstall's (as when the user selects the Uninstall Now command in the GUI).  It cannot automatically upgrade, install, or remove files.  This is the value for manually installed agents inside the firewall that the user does not want the AM to fully manage.  This includes consolidators.

Note: In Security Manager version 5.5, agent control levels are not used.
