Server Consolidator lets you migrate local groups from one server to another, but does not provide a method to migrate local users from one server to another. You can migrate local users from one server to another using Domain Migration Administrator (DMA) by specifying the source and target domains as \\servername. However, this is NOT a supported scenario. It will not be able to migrate passwords.
