NetIQ has observed that Domain Migration Administrator (DMA) will migrate users in this scenario. DMA has not been tested in the scenario of migrating from Microsoft Windows 2000 Active Directory to a Microsoft Windows NT 4 domain.  As a result, should an issue occur in this type of migration, NetIQ cannot guarantee that the issue can be resolved.
