Application event log error: 'hr=80070995 'Could not find Domain controller for this domain.'

symptom
A application event log error appears the accounts cache refresh for a newly added domain fails.

cause

This issue is typically due to a WINS resolution issue in the environment.

fix

To resolve this error, isolate the resolution issue in your environment.  To isolate the issue, try the following steps.  Does any of following return an error or incorrect information?

• Ping the PDC of the domain from the DRA server by running:
  
       Ping PDC_name
  
• Ping by domain_name from the DRA server:
  
       Ping Domain_name
  
• Run the command Net View from the DRA server:
  
       Net View PDC_name
  
• Run the following command from the DRA directory on the DRA server:
  
       DSgetDC domain_name
  
• Run the following command from the DRA directory on the DRA server:
  
      Whatis domain_name
