If DMA is installed directly on a Domain Controller, it will have good connectivity to a Domain Controller (DC) in the target domain. This can speed up the migration because the new accounts are being created on a DC without any extra network traffic.

If you are migrating accounts with SID history, it is a required to install the DMA console on either a Domain Controller or a computer running Windows XP in the target domain.  This is a requirement of the Windows 2000 API calls that are used to populate the SID history attribute.  However, if you are not migrating with SID history, the DMA console does not have to be installed on a domain controller. 

Using a domain controller or a member server, has an advantage because it can send out 20 agents at a time; whereas, Windows XP machine can only send out 10 agents at a time because of the connection limit in the workstation OS.

The DMA console must have good connectivity to a domain controller in the target domain, because the new accounts are being created on a DC.
