The migration of users in 'Replace and Update' mode, without the addition of sid history, does not count against the license. In addition, the migration of groups and computers will not decrement the license. The following decrements the license:

  1. Creation of new user accounts in the target domain.
  2. Adding Sid History to an existing account via the Update Active Directory Connector Accounts Wizard.
  3. A user is moved in an intra-forest migration.

In DMA 7.0 there was an issue which would erroneously decrement the license when a group was migrated with Sid History. This issue was resolved with DMA 7.0 Hotfix 12423. Please refer to the following knowledge base article:
