No. The Shares report in the Directory and Resource Administrator Reporting Tool displays the Share Name, Type, Max Users, Local Path and Comment for the Shares on the selected system but does not display user or group permissions to the share.

File Security Administrator (FSA) does have a report called the Shares Security report in the Security Reports category that displays this information.
