In order for a new license file to take effect, the MCS OnePoint Administrator Server service must be restarted.  The license key upgrade process will ask whether the service should be restarted at the end of the operation or not.  If you select No, the server will continue to operate using the existing license and the new one will not take effect until the restart can be effected.
