The main differences in the two interfaces are based on the intended user of each interface as stated below:

MMC
The MMC interface is intended for full-time system administrators.  The MMC interface is an innovative combination of MMC, Windows, and Web technology that incorporates the best features of each technology.  The MMC interface is object-centric, designed for the full-time system administrator.
Web Console
The Web Console is intended for casual administrators.  The Web Console is a task-centric, pure web client.  The Web Console is intended for casual administrators, users who perform occasional administration tasks in addition to their primary job assignments.  The design of the Web Console assumes that its users have little knowledge of Windows NT, Windows 2000, or Exchange mailbox administration and receive little or no administration training and may not understand the consequences of their actions.
