symptom
RunAs' command causes a 'Server Busy' message when launching the Directory and Resource Administrator MMC.
cause
An AA running the Directory and Resource Administrator (DRA) MMC using the 'RunAs' option can see the 'Server Busy' message if they have not run the 'Internet Connection Wizard' from that machine. Each user account on a system has an individual Internet Explorer configuration. Running the connection wizard configures IE for the current logged in user account.
fix
The account that is being used for the 'RunAs' needs to log in locally on the machine where the MMC Client is installed and run the 'Internet Connection Wizard'. After that, the user can use the 'RunAs' option to launch the MMC on that machine without error.
