Directory and Resource Administrator (DRA) does not have the ability to pre-populate required fields during the user creation process.  However, pre-task and post-task triggers can be configured to populate non-required fields.  The triggers only run after the Assistant Admin clicks Finish to create the user account.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
