If the same accounts exist in both NT and NDS and have identical names, the general recommendation is to migrate the NT users with Domain Migration Adminsitrator first.  You will then be able to migrate the data and/or servers from NT and translate security using the account mapping information stored in the DMA database. You will not need to create new users when migrating from NDS.  You can simply use the NetIQ NetWare Migrator Account Migrator to create a mapping from the NDS account to the Active Directory.  Then, you can migrate NetWare volumes and translate security using NetWare Migrator.

The actual detailed procedure will vary depending on the existing naming convention in the NetWare NDS and NT environments, as well as the desired naming convention for the destination Active Directory domain.
