The Directory and Resource Administrator (DRA) Web Component by default installs under the 'Default Web Site'.  The installation program does not provide an option to specify the Site where the Virtual Directory is created.  However after the installation has completed one can manually create a 'Virtual Directory' under the desired site and configure it to point to the Web Console directory typically ...\Inetpub\wwwroot\DRAWeb\WebConsole.
