Directory and Resource Administrator (DRA) is not cluster aware.  However, the following unsupported workaround is available in order to be able to manage resources on a cluster:

Create a computer account in the managed domain with the same name as the virtual name of the cluster.  When an Assistant Admin attempts to manage resources on this dummy computer account, a warning message will be displayed stating that the computer appears to be offline.  Click OK on this message after which the Assistant Admin will be able to manage resources on the cluster such as Services, Devices, Open Files, Connected Users and Shares.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
