Error: 'Failed to update...Server is not operational'

[7301]E21123: Failed to create CN=User in Domain. hr=8007203a The server is not operational.
symptom
This error appears in the Migration.log file any time an account was migrated in replace and update mode. The first time the accounts were migrated without any problem. When a replace and update was attempted, this error was presented.
cause
'Server is not operational' error messages are usually caused by DNS issues. However other name resolution services can contribute as well.
fix
Reset the password/secure channel of the DC running DMA to resolve this error using a tool such as NLTEST /SC_RESET in the Windows 2000 Support Tools located on the Windows 2000 CD.
