Exchange Migrator (EM) and Domain Migration Administrator (DMA) are not supported for Small Business Server(SBS). SBS does not allow you to establish trusts. Trusts are a requirement for running both EM and DMA.
Microsoft Small Business Server comes with a limitation of domain trusts being disabled. According to MS KB Q221791 in order to enable trusts on the SBS installation, it must be upgraded to Microsoft BackOffice Server 4.5 or Microsoft Back Office Server 2000. To upgrade an installation of SBS to BOS you must purchase the SBS Migration Pack from Microsoft. This will use the Microsoft BackOffice Server CDs and installation to upgrade the SBS installation to the BackOffice versions of the already installed components with 5 CALs
After completing this process you will be able to establish trusts and therefore utilize DMA and Exchange Migrator.
