Yes, NetIQ Group Policy Administrator (GPA) 3.0 and later has a scripting interface that has the functionality to run operations via scripting, such as the backup of GPO's, import of GPO's, and generating reports.  Chapter 12 of the Group Policy Administrator User Guide for NetIQ GPA 3.0 contains information and examples of how to write to the scripting interface.  In addition, Chapter 12 also details how to use task scheduler to run these scripts on a scheduler.

The scripting interface also allows the scripting of repository functions.  Information about scripting repository functions can be found in chapter 18 of the NetIQ GPA Group Policy Administrator User Guide  in the Scripting Repository Operations section.
