Yes, resources such as Services, Shares, Printers, Devices, Event logs, Open files, and Connected users can be managed from the Directory and Resource Administrator MMC without adding the member server as a managed domain. Directory and Resource Administrator provides the ability to delegate powers over resources on member servers and workstations on machines, which are members of any of the managed domain.

In order to manage the local SAM on a member server or workstation the member server must be added to the Managed Domain or Computer list.
