symptom
A test public folder will not synchronize new data.  The Public Folder migrated to the target, but the synchronization is failing with 'Failed opening source folder in EnumFolderSetAndApplyFunction'.

cause
This error may be caused by the fact that the logon account does not have 'Permission Admin' rights to the source E5.5 Site at the Configuration level.

fix
To resolve this issue grant the Logon Account 'Permission Admin' permissions over the configuration container of the source Exchange site.
