Yes.  When directly replicating Group Policy Objects (GPOs) across forests, an existing explicit two-way trust between the source and target domains must be established.

It is possible (although not recommended) to replicate GPOs from the source domain to the target domain without a trust being established.  To do so, the replication must be performed by a user logged on with a user account and password identical to a user account and password in the source domain.
