symptom

The Directory and Resource Administrator server component connects to the nearest domain controller in order to read from and write to Active Directory efficiently.  If DRA is loaded on a domain controller, the server component should always connect to that same machine.  Examination of the DCBind value in the HKLM \ Software \ Mission Critical Software \ OnePoint \ Administration \ Modules \ Accounts \ Domains.Dns \ domain_name key indicates that a different domain controller is currently being used.

Performing a Domain Cache Refresh does not change the DCBind value to reflect the domain controller DRA is loaded on.

cause
This situation is caused by disabling the Net Logon service on the domain controller, either by setting the service to manual or by disabling it with a security policy.

fix
To correct this, enable the Net Logon service and perform a Domain Cache Refresh.  Verify that the domain controller DRA is loaded on is listed in the DCBind field.
