When migrating data to a cluster server using Server Consolidator, you should specify in the wizard that the agent to run on the target cluster server or at least a machine running  Windows 2000 Advanced Server operating system.   The agent requires dll's present in this operating system in order to perform migration tasks for a cluster server.
