Yes, a policy can be setup in Directory and Resource Administrator to enforce a Naming Convention Policy with multiple scopes. To setup a Naming Convention Policy with multiple scopes perform the following steps:
- Launch the Directory and Resource Administrator MMC, logged in as an Assistant Admin with a minimum Built-in Configuration role.
- Expand the Policy and Automation management snap-in.
- Select Policy.
- Click New.
- Select Create a policy to validate a specify property.
- Click Next.
- Select the ActiveViews and Assistant Admins over which the policy should be enforced.
- Click Next.
- For the Select object class field select User from the drop down list.
- Click Browse on the Select class property field.
- Select userPrincipalName (sAMAccountName in the case of an NT4 domain).
- Click Add.
- Click OK.
- Click Next.
- In the Property format mask field type the desired scopes separated by a comma (e.g abc*,bcd*,efg*).
- Click Next.
- Click Next.
- Specify a name in the Policy name field.
- Select the This policy must always pass option.
- Select the Policy enabled option.
- Click Next.
- Click Finish.

To create Naming Convention policies for other objects in a Windows 2000 domain select the property from the following table in step 10 instead:
