EMCLI Dirsync is designed to be used in inter-org migration scenarios only.  EMCLI Dirsync creates Custom Recipients in the target organization for all Mailboxes and Distribution Lists in the source Exchange 5.5 site.  It does not replicate Custom Recipients between the Source and Target organizations.  To populate the target Global Address List (GAL) with the source Custom Recipients, you must migrate the source CRs to the target organization.
