fix

Exchange Migrator does not migrate the Free/Busy public folder.  Although you may be able to select and migrate the folder, it will not populate the target Free/Busy public folder correctly.

When the mailboxes are migrated, it also migrates free/busy information associated with a mailbox when it migrates the mailbox. After a migrated user logs into the target organization, Microsoft Outlook uploads the free/busy information to the 'Schedule + Free/Busy' public folder. The free/busy information is available after all migrated users log into the target organization.
