The 'Select Objects' wizard in Step 1 of 'Defining the Project' is used to add objects to the project that you wish to migrate.  Since only the objects you add to the project can be processed, this can help you reduce the risk of accidentally migrating objects you do not wish to migrate.  In large environments with thousands of objects, defining the project in this way can increase the efficiency of your migration by reducing the number of objects available for selection.

After you have added the objects in Step 1, you can then select subsets of those objects during the actual Migrate Users/Groups/Computers wizards.  This can help you to perform the migration in stages.
