symptom
Assistant Admins are unable to connect to the Directory and Resource Administrator server.

cause

One instance where an Assistant Admin is unable to connect to the DRA server can be due to the fact that the DRA server has not completed initialization after a service restart.  This particular cause can be determined by reviewing the Application log and looking for the Event ID 13002.  The description for this event is as follows:

Directory and Resource Administrator Server Initialization completed successfully. The Directory and Resource Administrator Server is now ready to process requests.

This event accompanies the Event ID 13001 which contains the following description:

Directory and Resource Administrator Server  VERSION: 6.50.00 BUILD:   Build 110 Initializing Server.

fix
Wait for the Event ID 13002 to appear in the Application Event log on the DRA server before attempting to connect to it.
