symptom
Assistant Admin is not able to add a user to a group during a user create operation but the Assistant Admin can add members to groups outside of UserCreate.
cause
This issue can occur when inadequate powers are assigned to an Assistant Admin over an ActiveView.
fix
In order for an Assistant Admin to add a user to a group during the UserCreate operation, assign the power In Groups - Create a User Account to the Assistant Admin over that ActiveView. The power In Groups - Create a User Account is a specific power to allow Assistant Admins the ability to add a user to a group during the UserCreate operation. The power Add a Member - Modify Group membership does not provide adequate powers to add users to groups during the UserCreate operation but does allow an Assistant Admin the powers to modify group members after the account is created.
