Resolution

Install the AppManager Web Management Server on a custom site, install the AppManager Web Management Server to the default website and then move the NetIQ virtual directory to a custom site.

Cause

This error message is caused by installing the AppManager Web Management Server on a Microsoft Internet Information Server (IIS) that does not have a default website. The installation will complete with errors and will not create a NetIQ virtual directory. This is by design.
