Yes, Exchange Migrator can migrate between Organizations that have the same Organization and/or Site names. If the two Organizations and/or Sites have the same name, then Exchange Migrator enumerates the list of servers in the two Organizations to determine the migration scenario. Exchange Migrator will use this list to determine whether the migration is a site-to-site migration in the same Organization, or whether it is two unrelated Organizations that happen to have the same name.
