cause
When saving reports in HTML, GPA truncates the names of the JPG files to the first five letters followed by three digit numbers, starting with 000. The JPG files correspond to the thumbnail images displayed in the HTML report and thus are the same every time a given report is run. This prevents the cluttered buildup of many duplicate and unnecessary files over a long period of time running the same reports.

fix
This behavior is by design of the product. NetIQ will update this article when new information regarding this subject becomes available
