The Outlook Address Book (OAB) is not immediately available after a migration.

symptom
When a user is migrated, the Outlook Address Book service is correctly displayed in the Global Address List (GAL), but when selecting the Outlook Contacts folder, the user recieves the error message 'The address list could not be displayed.  The contacts folder associated with this address list could not be opened;  It may have been moved or deleted or you do not have permissions.'

fix
To resolve this issue, please see the following NetIQ Knowledge Base article: This hotfix does not enable the default Contacts folder for previously updated mailbox profiles. If you previously updated mailbox profiles, you can solve the problem by manual 'Remove' and then re 'Add' the Outlook Address Book from the MAPI profile.
