In order to install Microsoft Exchange 2000 you need to be running Active Directory, therefore, you will have to install Windows 2000 Domain Controllers in your environment.  Your Windows 2000 computers need to have W2K Service Pack 1 applied and you need to run the /forestprep and /domainprep switches before you install Exchange 2000.
